Mr. Elias has over 23 years of experience in telecommunications, spectrum surveillance and Direction Finding technologies. He participated in many projects in Canada and internationally. He was behind the architecture design and the deployment of the wireless netted Direction Finding system in Quebec City for the summit of the Americas 2000, managed projects in Georgia, Lesotho, Ivory Coast, Armenia, Jamaica, British Virgin Islands, Indonesia and other countries.
He has assisted several developing countries in developing spectrum monitoring networks and studied the integration of existing monitoring instruments into automated monitoring systems.
